The Bible
may not answer that question directly, but I think that there are some strong
implications from what is said. First of all, with clear statements about the
nature of the eternal state (no weeping, sadness, etc. Revelation 21:1-5), we
know that we won't sin, regardless of whether there is opportunity. This may
be partly due to the fact that with our experience, there will be no mystery
as to the consequences of sin.
Then there is the issue of freedom of choice. When we think about it, this is directly related to the potential for relational depth; no coerced relationship can have the depth or richness of one where there is free mutual commitment. So, both angels and humans were presented with an opportunity to choose positively, having been created in a state of untested holiness. While Satan and the fallen angels are consigned to a confirmed state of rebellion, God has chosen to offer redemption to man.
You recall that after Adam and Eve were expelled from the Garden, access to the Tree of Life was blocked (Genesis 3: 22-25). That tree again appears (Revelation 2:7, 22:1-5, 22:14), so that after we are resurrected and perfected, we who have put our faith in Jesus Christ can enjoy its fruit and remember and celebrate a confirmed state of holiness. We understand that state to be inviolable (1 Corinthians 15:35-49, Revelation 22:3-6).
Two additional
factors may contribute as well. Satan and the fallen angels will be confined
to Hell. Also, with the combined benefits of God's presence and a clear understanding
of reality, the counterfeit nature of what sin offers will be clear, depriving
temptation of its power. We long for that day when we will be free not to sin!
