Do you have any resources for an agnostic friend who says he can’t believe in a good God who allows bad things to happen?

Do you have any resources for an agnostic friend who says he can't believe in a good kind, loving God who would allow such terrible things to happen to people (abuse, famine, floods, etc.)?

Randy's book If God is Good deals with your friend’s questions as well as many others agnostics may have.

What do you believe about God’s sovereignty?

I don't know of any way to give a good answer to this question in such a small space. But I believe that God is sovereign, and that He unfailingly accomplishes His purposes (Ephesians 1:10). Satan and humans have effectual choice that inflicts harm, yet God works everything together for the good of his children (Romans 8:28). Six chapters in If God is Good spell out in detail my positions:

Hell: Eternal Sovereign Justice Exacted upon Evildoers (Chapter 29 of If God Is Good)

When most people speak of what a terrible notion Hell is, they talk as if it involves the suffering of innocent people. That would indeed be terribly unjust—but nowhere does the Bible suggest the innocent will spend a single moment in Hell.

How does understanding God’s grace give us fresh perspective? (audio)
